Should a contractor and materials supplier advance to a controlled project specification, redesign the offer, or stop before commercial commitments are made?
Project Context
A hypothetical materials team is considering a lower-carbon cementitious input for precast and ready-mix applications. The proposed value is not simply lower embodied carbon. The claim must withstand the practical friction of specifications, supply continuity, mix approval, site handling and responsibility when a delivery is late or a result sits outside expectation.
The proof-of-concept work is designed to establish the narrowest route that participants would be willing to stand behind. It looks for the point at which a sustainability ambition becomes a credible specification and delivery proposition, without implying that primary research replaces material qualification, certification or project-specific technical approval.

The Switching Ledger
Instead of asking whether stakeholders “like” the material, the evaluation uses a decision ledger. Each participant reacts to conditions that would trigger a switch, delay a switch or make the proposition unacceptable.

The ledger gives equal weight to positive and negative evidence. A strong reaction in one role is not treated as proof of a viable route if another role identifies a condition that would block approval, purchase or site delivery.

- Procurement leads They test supplier resilience, order thresholds, price exposure and what would make the proposal difficult to source.

- Contractor delivery or site leads They determine whether the route fits programme, handling, sequencing and the realities of site escalation.
What Is Shown to Participants
A focused switching stimulus: a proposed application, an indicative performance and carbon claim, a supplier and contingency route, a short acceptance sequence and three project conditions. Participants are asked to respond to the actual decisions they would make: whether to specify, what to ask a supplier to prove, what to plan for if a batch is delayed and what claim would be safe to repeat to a client. The research does not substitute for material testing, certification or formal technical approval.
Delivery Method: Two-Round Decision Lab
The first round captures role-specific conditions without forcing an early consensus. The synthesis then turns those conditions into a concrete proposition route. A focused second round tests whether that route is genuinely acceptable, rather than merely less problematic than the original idea.
Individual decision sessions test the proposition against each participant’s actual role, project boundary and escalation point.
Responses are converted into a switching ledger, separating a workable specification route from broad claims that would overreach.
Targeted follow-up tests the preferred route, unresolved conditions and the smallest credible market-facing proposition.
