A Roster Disruption Scenario Study across regional ferry operators in Norway

THE BUSINESS DECISION A workforce-software provider needed to understand how regional ferry operators would assess a new rostering platform. The buying decision crossed marine operations, crewing, HR, IT, finance and workforce representatives. The provider needed to know whether the platform could be evaluated as an operating-control system rather than a generic scheduling tool.

Why Norway mattered

The target decision was shaped by route geography, dispersed operations, workforce arrangements and the local operating environment. Recruitment therefore focused on Norwegian regional ferry operations, with Norwegian or English participation. The study did not generalise the findings to other maritime markets.

Why interviews and scenario logs were used

Rostering decisions involve formal rules and informal operating judgement. A short scenario log captured how participants reacted over several days; follow-up interviews then explained why a response felt workable, unfair or unsafe. Group discussions were avoided because hierarchy could suppress workforce and vessel-level concerns.
